Empowering Recovery in Rural Communities
With funding from the U.S. Health Resources and Services Administration, Adagio Health is leading a multi-county consortium aimed at preventing Neonatal Abstinence Syndrome (NAS). This collaborative effort, known as Rural Communities C.A.R.E. (A Consortium for Acceptance, Recovery, & Empowerment), brings together key partners across several counties to support this mission.
Consortium members include:

- Butler County Human Services Drug and Alcohol Programs
- Carlow University
- Lawrence County Community Action Partnership
- Lawrence County Drug and Alcohol Commission, Inc.
- UPMC Insurance Services Division
- UPMC Magee – Women’s Pregnancy & Women’s Recovery Center- Franklin
- Venango County Human Services
Together, these organizations are working to promote acceptance, support recovery, and empower individuals and families affected by NAS in rural communities.
Project Strategies
Identify partners and provide contraception, testing, and referrals to increase availability of services for people of childbearing age at risk for SUD/OUD.
Provide sexual & reproductive health training to staff of organizations serving people of high-risk of SUD/OUD, VSOs, criminal justice facilities, and treatment centers.
Educate key professionals on best practices by organizing and hosting an integrated care symposium and providing additional training on Tobacco Cessation; Prenatal Care; Neonatal Abstinence Syndrome; Screening, Brief Intervention, and Referral for Treatment (SBIRT); Sexual & Reproductive Health Care, Billing and Reimbursement optimization, and other related topics.
Expand and improve availability of SBIRT, Behavioral Health Care, Prenatal Care, Medication for Opioid Use Disorder (MOUD), NAS Diagnosis & Care, Recovery Support, and Telehealth Services to improve availability; and co-locate services where possible to further reduce barriers.
Enroll eligible people across the reproductive spectrum in benefits and connect them with resources to build financial sustainability and address social determinants of health for pregnant and postpartum people.
Reduce stigma of SUD/OUD, NAS, MOUD, and sexual & reproductive health among partners, patients/ clients, professionals, and the broader community by launching a targeted and multi-channel outreach campaign.
Build community partnerships to improve referral systems, enhance consortium membership, and collaborate on reaching project goals.
