Federal Withholding of Title X Funds Jeopardizes Care for Adagio Health Patients in Western Pennsylvania
Adagio Health, a trusted provider of reproductive health and preventive care across western Pennsylvania for more than 50 years, has learned that beginning April 1, 2025, its Title X family planning funding is being withheld by the Trump Administration. This action is part of a broader review to ensure compliance with federal laws and recent executive orders. The pause impacts a national network of Title X grantees — including Adagio Health. In western Pennsylvania, withholding Title X funds threatens essential care for approximately 40,000 patients across 23 counties, many in rural locations where access to healthcare is already limited.
Without a swift resolution, this withholding of this funding could lead to service reductions, medical office disruptions, and life-altering gaps in care — particularly for those with nowhere else to turn. Adagio Health’s Title X network includes hospitals, family planning clinics, and federally qualified health centers, and plays a critical role in reducing unintended pregnancies, detecting and treating STIs, and improving maternal and infant health outcomes.

Title X is the only federal program dedicated to family planning and reproductive health services for low-income individuals. The funding supports access to birth control, STI testing and treatment, cancer screenings, pregnancy testing, preconception care, and more. Adagio Health is often the only regular source of care for patients who are uninsured, underinsured, or living in rural areas where healthcare access is already limited.
